    Mark Rice

    Mark Rice is the Senior Managing Director of Annuit Coeptis & Associates Inc.     With over 20 years of experience in government procurement and project management, Mark has a successful track record of leading companies through the many challenges small businesses face in the public sector’s bidding process and contract management. Under Mark’s guidance and oversight, ACAi has supported numerous clients with winning significant contracts, and securing the necessary working capital, manpower, and execution plan to successfully perform each scope of work.

    As a natural educator, Mark is passionate about teaching businesses to leverage the current opportunities within government markets and is dedicated to cultivating strategic partnerships to meet federal agencies set-aside requirements.

    Mark studied Business Marketing and Management at Morehouse College, International Business and Economics at University of Michigan, and served as Chairman/President of several non-profit organizations that support the endless obstacles faced in underprivileged communities. Well known for his ability to apply collaborative strategies to his deep understanding of government policies, Mark is committed to delivering exceptional outcomes and contributing to the life-long success of his clients.

    In Mark’s private time, he enjoys spending quality moments traveling with his wife and three daughters, reflecting his belief in balancing professional pursuit with personal realization.

    L.R. (Elle) Martin

    Senior Managing Director

    L.R. (Elle) Martin is currently leading a company that has a 21-year history of managing and facilitating local, state and national-led solutions. She successfully integrated four business units to implement innovative care to the community to include Skilled Care Nursing, Home Health Care, Non-medical Home Care and Therapy in her role as Executive Administrator.

    A healthcare executive with over three decades of experience in Adult Care Administration, Customer Service, Grant Writing, Logistics, Management, New Business Development, Product Purchasing, and Sales. Mrs. Martin manages operations of one of the most well known staples in the community serving the elderly population throughout the state of Michigan; Active Adult Day Health Club.

    Born in the United States and raised in Germany (as part of a military family) adds to her excellent ability to adapt and function at a high-capacity in different cultural and professional environments. She adds significant value to the federal government contracting team using best practices methods as a premier joint-venturer for Home and Community Based Services, Community Care Facilities for the Elderly, Employment Services, Health Services, Home Health Care Services, Individual and Family Services, Nursing and Residential Care Facilities Industries, and Social Assistance Industries.

    Mrs. Martin was CEO of one of the fastest-growing health care agencies in Michigan. During her tenure, the Agency was awarded “Small Business of the Year” by the state of Michigan.

    Mrs. Martin has successfully landed local, state and Centers for Medicare & Medicaid Services (CMS) governmental contracts annually since 1998 and spearheaded obtaining licensing by the Joint Commission Association of Health Care Accreditation accounting for multi-million dollar contracts. Additionally, she has written several secured business plans for over 10 companies which led to funding and or acquisitions. Mrs. Martin brings to the Active team a plethora of experience in Operations Management;

    Tactical Planning – Big picture and incremental planning; applying lessons learned; continuous improvement; managing growth; establishing brand recognition; succession planning; establishing corporate culture and driving excellence.

    Financial/Fiscal Management – Management of budget, expenditures, debt and equity dividend payments, and resource development; managing cash flow and the corporate
    balance sheet for liquidity.

    Technology – Maximize the use of technology for innovation, operational efficiency & automation monitoring and alerts.

    Human Resources – Full management of human capital and skilled labor development to include licensing, certifications and compliance training.

    Customer Acquisition Recruitment – Use innovative and proven marketing strategies to identify, attract and onboard new customers and retain existing customers for decades by delivering world-class customer services.

    Mrs. Martin holds a Bachelor of Science Degree and Master of Healthcare Administration Degree, Magna Cum Laude from the University of Michigan and currently is in pursuit of the Doctorate of Business Administration. Mrs. Martin was a member of the Advisory Board for the Michigan Small Business Development Center, Long-Term Care Advisory Committee for the Commission on the Aging, Membership Committee Member for the Michigan Association of Adult Day Services, and Honorary Board Member for the School of Management at the University of Michigan.

    Dr. Linda Avery

    Managing Director

    Dr. Avery transitioned from her last position as Director of Business Development/Owner Partner of Keller Williams Realty into the “Next Chapter” where her present business was born. Avery & Associates Realty, where she is the proud Founder and CEO. Dr. Avery is dedicated to finding new talent, the highest level of education, latest technology and keeping up with the “New Edge In Real Estate” and in Business worldwide.

    This former Senior Vice President of a Fortune 500 Financial/Investment Company made the decision in 2000 to build a real estate agency par excellence. Out of that decision came RE/MAX Premier. “Premier” underscores the fact that her agency was the largest African American RE/MAX franchise Multi Office in the nation. Dr. Avery opened World RENOW Brokers in 2009 and operated as broker/owner. She owned and operated three locations in Tucker, Colonial Square, and Eagles Landings. She has expanded her Real Estate business to include financial Services and managing small businesses. Dr. Avery also owned and operated as the Owner/Director of Alpha Real Estate School in 2002 to 2009.

    Among her many activities, she made time to chair various committees such as the African-American Renaissance Trust and holding memberships on various boards. She is and has been a member of the Atlanta Business League, Concerned Black Clergy, Georgia Real Estate Educators, Dekalb Board of Realtors, and Empire Real Estate Board, Georgia Coalition for the People’s Agenda among others. Dr. Avery was the 2002-2003 President of the Empire Board of Realtors, 2002 recipient of the Phoenix Award
    of the Dekalb Board of Realtors. In 2003 Dr. Avery received The Georgia Minority Business Tenacity Award and received the Pinnacle Leadership Award given by the Delta Sigma Theta Sorority in February 2004 and Outstanding Georgia Citizen Award the same year. Dr. Avery was the first female to be voted to office on the RE/MAX of Georgia Broker/Owner Council. She held the position of Secretary and Treasurer. Dr Avery has held and presently holds various positions at her church as well as other church boards and non-profits.

    She has also been awarded a second Secretary of State citizenship Award for Business, Civil Rights Martin Luther King Medallion, the 100% Club (Top 1% of all Real Estate Agents in the country), Multi-million Dollar Club Award Dekalb Board of Realtors, President of the Empire Real Estate Board and the Broker/Owner President’s Award from RE/MAX of Georgia.

    Tony J. Martin

    Senior Managing Director

    Tony J. Martin’s experience in the United States Navy as a naval engineer and a Naval Engineering Systems Schools Instructor, completing initial public offerings, over 40 mergers and acquisitions, coupled with investment banking experience at a Global Top 25 financial institution provides keen insight into several industries and sectors expanding capability and opportunities in pharmaceutical services, management consulting, , computer networking and design, telecommunications, supply chain logistics management, commercial construction development, corporate education and apprenticeship, research and development and financial services consulting.

    Notable clients in his proven track record include domestic and foreign governments, Fortune 500 institutions and the Small-to-Medium (SMB) Enterprise. Mr. Martin has a keen insight into the global and international economic landscape because of the time he spent living and traveling abroad to over 15 countries. He works with over 30 bi-lateral, multilateral and international chambers of commerce countries which most are members of the G20.

    Tony has served as a panelist with Harvard University Security Officer Scott Bradner discussing security, privacy and wiretapping issues. His speaking engagements include colleges, universities, and conferences, domestic and international business. He served in the United States Navy as a naval engineer and as a Naval Engineering Systems Instructor. He has consulted for publisher McGraw Hill Publishing as a technical editor for Cisco Networking Professionals. Most recent technical programs include coursework in 5G Wireless, Artificial Intelligence (AI), Blockchain and Fintech.

    Tony is a graduate of Colorado Technical University, BS Business Administration, Information Technology, Magna Cum Laude and the Georgia Institute of Technology – Dupree College of Management Executive Education Program. He is also a graduate of Morgan Stanley’s Associate Program and Alternative Investments University. He has held General Securities License Series 7 and Uniform Combined State Law License Series 66.

    His academic aspirations include a PhD in business as he was accepted and completed the PhD Project Program in Chicago, IL that was designed to enhance workplace diversity by increasing the diversity of business school faculty.

    Mr. Martin spends the majority of his time traveling and serving his clients and currently resides in Atlanta, GA with his wife.
